Create Carbon Neutral Youth Muscle Based Works to Improve Everything

Let's use the budget to hire youth who likes to workout, to use their body to mow loans, remove snow and leaves. But using only powers of their bodies, not the fuels.

This would reduce the carbon emission, less noise (don't you hate these engine sounds while you are enjoying summer / ruska?), re-utilizing existing vintage work tools, youth could train their body while earning money. Great for physical and mental health for those who work, and great for mental health of the people who live here.
