Transform center streets from through car carriage to lively neighbourhood

Proposal

On an average day, a lot of car traffic would just go through center because Google maps decides. There are massive parking lots built underneath center that are underused. Making small changes to traffic, introducing more pedestrian first areas, making dead ends to prevent through traffic would make more welcoming area that is surely more healthy for residents but also helps small businesses to grow and get customers.
