City owned safe house for victims of domestic violence

Idea

There is a need for a city based safe house for victims of domestic violence. There are already a few safe houses managed by NGOs. However, there's usually a long queue and those escaping from danger may not have any other safe place to go. This is why there is a need for city owned safe houses where victims could go to whenever they are in danger. It can be a temporary solution before they can access long term safe houses.
