Even though an act of Non- discrimination adapted on all housing market from 2014, it is evident that discrimination of different groups occurs in the housing market in Helsinki. Housing market discrimination occurs when individuals receive differential treatment based on personal factors like race, ethnicity, gender, financial and educational status, etc. Some groups face increased difficulties gaining access to suitable and well-located residential areas in the city. Because highly segregated areas would make the city make more unstable and unsafe the city needs to study which residents of the city are most likely to face discrimination in accessing the housing market in a scientific manner so that the city will be able to take a targeted solution towards the problem. The results of the research then would be disseminated to the stakeholders and the public in the housing industry in forms of different methods.

This is a non-issue, that des not require public funded research. Discrimination of different groups is not a significant problem causing segregation in housing markets or residential areas. The income level of the is the factor that causes segregation. This is basic market economy: Its is clear that people with low-income level do not have access to housing in area where the prices of apartments/houses/rents are high. There is no discrimination in this whatsoever. This can be aleviated by building affordable rental apartments and high-price apartments in the same area. And the city of Helsinki already knows this, so no research is needed.
Furthermore, segragation is also happening when the "original residents" of an area start moving away from the area they feel has become unsafe or unpleasant to live in due to "new arrivals". This might be worth a research, but there is no discrimination in this, either.
