Additional safety measures
Additional safety measures and tools aimed to support peaceful and comfortable environment in the surroundings.
1. Easily accessible/visible and easy-to-handle emergency phones;
2. Standing touch screen emergency panels (which might contain also additional information on the region, it’s services, maps etc. and be equipped with video registering systems);
3. Additional lamp posts / illumination in the house yards, play-grounds, park areas or frequently used forest paths.
Mentioned measures are currently important as in certain areas vulnerability and insecurity levels are notably increasing (e.g. vandalism, hooliganism etc.).
These measures should improve safety levels in vulnerable areas, increase assurance in quick assistance, diminish acts of vandalism (e.g. broken bus stops etc.), improve the orientation in the region, and make the environment more comfortable and safe for all the citizens’ categories.
This proposal went through because:
Emergency phones and other devices do not fall under the jurisdiction of the City of Helsinki. In this area, there are two other suggestions regarding digital info screens. In my opinion, it would be recommendable that these suggestions are reviewed as a whole in the next phase of the participatory budgeting process.
The Urban Environment Division is responsible for designing outdoor lighting in public areas according to the planning guidelines. Traffic safety, environment, public safety and comfort are taken into account in planning.

These are good starting points. What we’d need is more police presence in the troubled and unsafe areas also during the night and evening. The old fashioned patrolling on foot would prevent rapes, vandalism and violence. If this money cannot be used to hire more policemen, then more private guards services should be bought by the city.

Emergency telephones or touch screen emergency panels are not in use in public spaces in Finland. The Emergency Response Centre Administation is responsible of issues regarding the emergency number 112.
